Companies
As provided for in art. 194 par. 3 of Leg. Decree 152/2006, modified by art. 17 Leg. Decree 205/2010, companies which carry out cross-border waste transport, within Italian territory, must register in a specific section of the Register of Environmental Operators.
Resolution 3/2016, issued by the National Committee of the Italian Register of Environmental Operators, has established the parameters, requirements and procedures to register the aforementioned companies in the Register.
New enrolments
New companies must enrol online in the regional or provincial department (it depends on where their secondary headquarters/domicile is). Companies having a certified email address can register in any regional or provincial department.

Financial suitability requirements
An amount of € 9,000 is required for the first vehicle; € 5,000 for any additional vehicle.
Documents proving enterprise's economic and financial potential must be submitted, such as: company's turnover; VAT contributive capacity; corporate assets; balance sheet; qualified credit lines supported by statements of reliability issued by authorized credit institutions.
Businesses that have an EC license for freight transport (see EC Regulation 1072/2009) can prove their financial suitability showing a copy of the license.
Technical Manager
The business's legal representative can be appointed Technical Manager, pending the completion of the procedures for evaluating: a)professional requirements; b)qualifications issued by educational institutions in EU-member country.
In this case, there is no need to fill in the RT form.
Documents required to apply for enrolment in the Register of Environmental Operators
- A certificate issued by a competent institution (e.g., a foreign Business Register) containing:
- basic data of the enterprise;
- personal data of legal representatives;
- a list of shareholders;
- business activity;
- fiscal or VAT code;
- a declaration that there are no liquidation, bankruptcy or other insolvency proceedings against the enterprise;
- A certificate stating that none of the legal representatives has been permanently or temporarily banned from running a business;
- A certificate, equivalent to the one issued by the Italian Courts, stating that there are no convictions registered in the criminal record of any one of the legal representatives;
- A certificate, stating regular tax payment as required by the law of the state the business is registered in;
- Vehicle documents of title (vehicle registration document or rental/leasing contract);
- A certificate stating the technical suitability of the vehicle, as established by the National Committee;
- A copy of the EU or international freight transport license;
- Documents proving financial suitability, for those enterprises that do not have an EU license yet;
- Anti-Mafia self-certification, signed by the person who previously signed the application form.
Documents must be written in Italian, or accompanied by a certified translation into Italian.
Administrative Fees
Companies which carry out cross-border waste transport in Italy must pay an administrative fee of €90.00.
Additional duties and taxes
- A stamp duty of 16 euros must be paid via the internet during the online registration procedure; an additional stamp duty of 16 euros must be paid when the registration act is downloaded;
- An annual registration fee must be paid. The relevant monthly installments can be seen on the reserved area of the national website, while downloading the registration act;
- A license tax of 168 euros must be paid to the Revenue Agency by bank transfer or by postal account n. 8003, before downloading the registration act.
