In Lombardy, the Legality desks (RiEmergo) of the Chambers of Commerce provide a consulting service in collaboration with the Assiociation Libera, Names and Numbers against Mafia and the Union of Lombardy’s Chambers of Commerce.
Such desks are dedicated to sharing, with the utmost confidentiality, the financial difficulties faced by economic agents. They provide a general information service on existing support/protection tools.
According to Law 3/2012, over-indebted entrepreneurs or consumers can initiate procedures for overcoming their financial constraints, such as debt restructuring / credit satisfaction agreements, consumer plans, and liquidations of assets.
Victims of usury or extortion may get access to support tools, such as the solidarity revolving fund for victims of mafia crimes, extortion, and usury. As provided for in Law 10/2011 and Presidential Decree 60/2014, through this fund it is possible to be eligible for subsidies and/or mortgages to be requested from a Prefecture.
