ANTICSS: the EU project on ecodesign and energy labelling

The Chamber of Commerce of Milan Monza Brianza Lodi is one of the 19

partners, from 8 different countries, of the European Union project called ANTICSS - Anti-Circumvention of Standards for better market surveillance.

The initiative focuses on EU legislation on Ecodesign and Energy labelling. Its main

purposes are:

  1. to provide a clear and unambiguous definition of circumvention, which is a deceptive behaviour typical of economic agents who try to achieve a better market positioning for a certain product;
  2. to carry out case collection, bibliographic research, and interviews with experts, as well as analysis of normative ambiguities in Ecodesign, Energy labelling, and measurement standards, which may bring about undue competitive advantage and/or be exploited to the detriment of consumers; 
  3. to verify whether so-called smart products may be affected by or used for circumvention;
  4. to carry out laboratory tests;
  5. to define alternative testing procedures or control systems to avoid measurement falsification.

Such activities will allow the project partners not only to develop a strategy for future detection and prevention of circumvention, but also to assess whether (and how much of) energy consumption or functional performance can be caused by deceptive behaviour.

Based on the results obtained, the ANTICSS working group will:

  • develop training tools for inspection and laboratory personnel;
  • help to set up communication and collaboration platforms among the main stakeholders;
  • draft recommendations for policy makers and standardization authorities in order to improve Ecodesign and Energy labelling legislation by making it "cheat-proof".
